Take the bolt out of the rifle and keep it with you take the rifle out of the stock if it's too big.

Seen some one getting on a bus with a gun slip, pretty sure it was an air rifle but who knows, however it was covered in a public place and was as secure as it would be if it was secured to a car rack.
As long as it's not easily accessible by passers by and any bolt and ammo are kept separately inside the car there should be no issue
I have been on the public highway with a rifle in a gun slip bungee strapped to the fron rack on a quad to go from one stalking area to another on plenty of occasions with no issue however area was fairly rural
