The Hague Convention of 1899, Declaration III, prohibits the use of expanding bullets in international warfare.[14] This is often incorrectly believed to be prohibited by the Geneva Conventions, but it significantly predates those conventions, and is in fact a continuance of the Declaration of St Petersburg in 1868, which banned exploding projectiles of less than 400 grams.

There was a report of Israeli snipers being issued soft point ammo under the claim that they were engaged in a policing operation.
I wouldent pay much attention to that, the yanks flout the Geneva convention when it suits them....They used napalm Iin Vietnam and the first gulf war (so i'm told)....besides that's a whole not her thread really.....

Police and civvies can still use expanding ammo. And expanding IS seemingly being used in war by snipers these days, only it's called BTHP TARGET rounds.....

I often bring Sierra Match Kings and sometimes Hornady Match bullets in .308 back from the US. I've always believed that the dimple found in the pointy end of those Boat Tail Hollow Point bullets is due to the manufacturing process and not so that it expands.
A side effect of the dimple is that it forms an 'air bubble' during flight which aids stability......or is this all BS
