Swedish Mauser off centred sight ?

Evening everybody
Afriend of mine has Swedish Mauser 1944, 6.5mm. It has a off centred sight on the gun, l am not sure wether it is wen the sight is flipped up for long range or in the down position. Can anyone shed any light on why this is so.

Which sight is "off-centre", front or rear?

Has either sight got a letter "T" stamped on it?
