A common mistake that people make when trying to design something completely foolproof is to underestimate the ingenuity of complete fools!!

But you mean how far back should you be bumping the shoulder ENS? Do you have a bump gauge to measure or are you using a thimble type micrometer tool? .001" to .002" should be fine however it does to a degree depend on how often you check and then bump it back.

if you do mean the shoulders as dave says .002 - .004 but defintly no more than .006 as you can run in to the dangerous area of case head sepperation as dave says get yourself a shoulder gauge
if its brand new virgin lapua brass simply run it through a full length sizing die then partial neck turn then after the first firing complete the neck turning to disired neck wall thickness and also trim to length after you have resized them in a fl die but before firing
If you neck turn you will probably have to change the neck bushing to suit or you will not get enough neck tension. Also it is probably best not to primer pocket uniform until once fired.
