Presumably by having a prison sentence for possessing one without a certificate and/or for supplying one to someone without a certificate. Considering the whole idea is to drop a load of unnecessary work for FLDs i'd be surprised if they're going to want 10's of thousands of 1-4-1's landing at the same time!

I understand they're actually changing the definition section where a firearm is described.
As has been suggested elsewhere, it’s likely we’ll just loose the slots.
