Cheap? Lee slug mold or round ball mold. Best? Not the Lee mold....but...
Heat the lead past 325-deg & it'll melt....the Lee lead pots are cheap...other options are available.

How cheap and to what standard, are you shooting slug for fun or are you going for groups and long range? Will make a difference in what you cast!

Lyman sabot slug mould is not too shabby - not cheap though
You'll need the lead and the mould plug (for the hollow base) hot to geta dent fill without wrinkles

A 15MM AF Ring spanner used as a Mold will give you a slug weighing around 400 Grains with a O/D of 0.680".
Hold the spanner on a flat metal surface and dunk in water when it hardens, tap the slug out.
