Section 5.3 has many good points raised, whether they will be addressed satisfactorily is another matter entirely.

Personally I think there should be fundamental questions asked of the commission as to why such a poor document should have come forward in the first place and who decided on bringing it forward, their ability and suitableness for that role should be seriously questioned.
