The SSG69 P1 is one of my all time favourites and I have one that gets hauled out to the 800m firing point from time to time. Plus the USMC M40 pipped the SSG69 to the post date wise
Plus the work done by Winchester, in the 1920's, to design a dedicated sniper rifle from the ground up: the project fell flat as there was not a war on, so no major interest from the military (at that time, sitting on tens of thousands of rifles - i.e. $$$$$ - that they no longer had a use for...)

No - built from the ground up. No parts from existing sporting rifles. I have a 1903 Springfield A4 build, lovely rifle to shoot and own, I have had the pleasure of range time with the No4T, L42A1, Enforcer, L96A1 (ex AI company owned Army demonstration/trails rifle), various flavours of sniper K98 and not forgetting the Russian snipers too.
In my humble opinion the L42 was the best to shoot, wonderfully accurate (heavy Enfield bias here) a really beautiful and very heavy tack driver.
... but in its intended role, the L96 tops the lot, if you can see it, you can hit it!

If we are including Designated Marksman's Rifles - then my vote goes for the Lewis Machine & Tool 308MWS. Ours are yielding some very impressive results!

I struggle to get on with scoped rifles at the best of times. Not really sure why, perhaps shooting and teaching iron sights almost exclusively has spoiled me.
I found the L42 and No.4(T) very comfortable to shoulder, especially with the cheek piece. The L96/.308" AW is a lovely rifle that I could drive tacks with all day. I'd like to try others but in all honesty I think I need to learn more about scoped shooting first.
