The regs state that the exemption from licensing to acquire and store explosives apply to (among others):

The explosive substance smokeless powder which is—
acquired by a person who either is registered as a
firearms dealer under section 33 of the
Firearms Act 1968(b) or holds —
(ii) a firearms certificate granted under section 27 of
that Act(d);

Seems pretty clear that, for most shooters, their FAC is what entitles them to exemption from explosives licensing when acquiring smokeless powder.
