Hmmm, are you in a rush, oomans? If not, have a friendly 'merrykan pop a pot or two of it in a GPS controlled model yacht for you and give it a shove out into the Atlantic. About 5 weeks later you should be able to pick it up yourself from the pre-designated beach. A small phobile moan onboard can be integrated with the GPS receiver to give you a call when it's, say, 12 hours offshore...
Apparently other powders come in that way...

Unless I've missed it nobody has even mentioned ITAR, to export any ammunition, powder or primers from the US you must have an export license. By the time you add the license and shipping charges (unless you are bringing back ammunition on an airline that will allow it) it is a complete non-starter as far as trying to save money.
There's room for all Gods creatures, next to the mash and gravy :)
