Shrapnel can travel 150 meters or so but that's not the same as a casualty radius. A Mk82 500 lb bomb has a blast radius (injury from blast pressure) out to 13 meters, with frags lethal out to 40 meters. You'll find frags a lot further out but they're unlikely to hit you and even less likely to kill you.

Afternoon all, when I did my commercial diver training in '86, we were expected to have a basic grasp of explosives, probably best day of course was spent in a disused quarry trying to form shaped charges and blowing holes in lumps of plate and generally "having a blast". No one will be surprised to hear that due to health and safety concerns this no longer forms part of the course. Shame really, as it's the sort of thing I'm sure we'd all like to try.

The safety distance for anything that may give fragmentation would be 1000m in the open, however I have been on demolitions when from the firing point 1000m away stuff has been crashing around us.
Blast waves can do strange things especially in built up areas they can leave buildings that you would think would be destroyed ok and others flattened, also weather conditions i.e. low cloud cover can make blast waves travel much further.
600lb or approx 300kg of HME although a huge bang would not be anything compared to the equivilent of military grade RDX/TNT based gear due to its detonation velocity 900m/sec for HME compared to 4000m/sec RDX

Are you suggesting that perhaps this bomb was more for show than damage?

They didnt actually quote a safety distance just giving a killed and seriously injures radius, but i can say a car bomb has some big bits of fragmentation a rear axle can easily fly more than 150m therefore would do more than just smart a bit.
As for effect a lot of these devices are for a show of strength or to challenge the system more than to take life, they get the press coverage and prestiege among peers whatever, and sometimes killing people makes more enemies for them, as well as nothing for gaining supporters

Any one who wants more info on things that go bang Ribbands.co.uk have a light harted DVD (£18) showing the effects of various explosives. It is unrestricted and gives no info of any use to bad people.
