Good find. I have seen the data before but not mapped like this. Outside of Cleveland and the City of London my county has the lowest number of FAC holders/100k population

I imagine they were mainly just trying to get people frothing with the sentence that goes something like "overall firearm applications are up but so are the amount of revocations".

I can imagine the facestalk updates after the hard of thinking read it,

"OMG moar peeple are buyin guns than eva why wud the crazed mentalists wants guns!!!!1!one!"

Pretty much. The Guardian has a history of using "data journalism" to push its own editorial line. In this case, "OMG look how many evil guns there are in the UK!"
