I think the rules are a bit different in the US.
When I went to a range, the safety brief was essentially:
1) if its loaded, finger off the trigger, point it roughly down range until ready to fire.
2) if it is not loaded, just don't point it at anyone.
3) if you have a problem, leave it in the stall pointing down range.
That was about it.

Depends on where you are and what facility you are on. Indoor ranges very strict about handling skills these days...
One outdoor range I visited in Pima County was almost like here..not too bad a thing at times.
A lot of assumtion is made that if the person owns the gun then they know what they are doing..bad move.

It may be against club rules depending on where you are but there is little relation between British gun club rules and safety. He didn't do anything unsafe and there's plenty of clubs where nobody would bat an eye, quite rightly.
