I was also under the impression that shooting a single ball from a sec 2 musket transformed it into a sec 1.
Isn't here something about not shooting less than 9 balls/pellets out of a shotgun???

No Graham, it remains s2. The point where s2 ammunition becomes s1 is when the cartridge has less than five projectiles or one of the projectile exceeds .36” in diameter.

And strictly speaking, there is no such thing as s2 ammunition, only s1 and 5. S2 defines the “gun”.

But we digress. Ball, powder, wad and cap are not ammunition. You can still have a loaded s2 musket, but one of the anomalies is, is not actually loaded with ammunition.

This is a verbatim copy from the 2016 Home Office Guide. I would call into question the statement that a S2 musket loaded with ball is not loaded with ammunition, given the opening definition of ammunition in the above extract. The all encompassing statement of 'any firearm' does the damage.
