The effect of REACH and reloaders powders

I think it is legitimate to read it that you can have 10 kg of powder under (i), plus 5kg of powder under (ii)(aa) (so 10kg +5kg is where the 15kg of powder limit comes from) plus 15 kg of primers or ammo under (iii), and that last 15kg is NEQ so equates to about 5000 rounds of .308"

Going by the Health and Safety Executive - Storing Explosives Guidance, we get:

Shooter’s powder ER regulation 7(2)(a)(i) Up to 10 kg
Percussion caps or small arms ammunition or a mixture of them ER regulation 7(2)(a)(iii) 15 kg

So this seems to suggest a total of Powder, Caps and Ammunition of 25Kg max. Obviously, the ammo must not exceed your FAC holding. Plus all bets are off if you are holding shooters powder plus other explosives say fireworks.

Interstingly you can hold up to 100kgs of shooters powder for up to 5 days in the place of intended use. So it seems you can go over your 10kgs if you then dispose of excess by shooting or reloading. Place of intended use, would seem to preclude deliveries to one address for group buys and then dispersal to other shooters/friends.

This raises another point......suppose there are 3 or 4 reloading FAC holders at the same address, or in flats in the same block.
Is it 15kg per address or per certificate holder?

In the document you quote, you have missed reading 7(2)(a)(ii), which gives you another 5 kg of powder, if you don't have any T3 or T4 explosives (eg toy rocket motors etc).

Primers loose are usually HT3, so once you get to 25kg NEQ of anything that includes any quantity of primers, you are into Separation Distances territory, which is a whole new world of hurt.

I can see where you are coming from there Iain and agree. But why it is written that way I cannot understand. Almost as a bonus if you don't have X,Y or Z. As said previously this is a very poorly written piece of legislation.
