Are the 6.5 Creedmoor the 6.5x47 and the 260 Remington all built on short actions.

Yep. But you could use a long action of course.

Many longish cartridges will function in a short action but it may not be possible to eject a live round - you'd need to remove the bolt.

The 260 Rem will be the longest loaded round of your trio but no longer than a 308 (depending on bullet, seating depth of course - if you want to be picky).

So now a days if you had a short action and wanted it rebarreling in one of the calibers mentioned what sort of money are we talking about. And which one would you go for.

depending on spec you will be looking at 700 or so, performance is going to be similar from all of them , chose whichever one you can get the brass for easiest and cheapest. Alternatively buy a new rifle in the chambering that suits your budget and taste in rifles

They all burn a similar powder through the same size hole - 6.5mm. The one that burns the least powder will have the best barrel-life.

But honestly, do you shoot enough for that to really worry you? When you bought your last car, did you ask how long the tyres would last?

If most of your shooting is 600 yds or less, the 6.5x47 would be the choice. However, I'd pick the Creedmoor for its superior 1000 yd performance.

The 6.5s work very nicely with single base powders and moderate loads, both of which will increase barrel life, they aren't "barrel burners" by any means.

Given the choice?, personally 6.5 creedmoor (I have 2 of them) with small primer brass or the 6.5x47, 260 Rem (had one of those) performs just as well but availability of new cases can be variable.
