Do the decent thing, Tikka Tac A1 build quality is head and shoulders above the other choices, I speak from experience as I have the Ruger and the Tikka :)

Beggin' your pardon, ooman, but why bother with one of these new fangled and unproven cartridges? We'd recommend you pop along and buy yourself a nice old Tikka chambered in 6.5x55 Swedish. It's been around for over 120 years and those devilish cunning Scandisqueagans have ironed out all the bugs by now. They are cheap, ditto the cartridges, the brass is plentiful if you reload, they don't burn out barrels and they are every bit as accurate as you'll need for 1000 mard shooting.

The stripey feckers words of wisdom are very valid, the 6,5SE is very hard to beat and cheap to feed.

I am in the same position myself (full bore target newbie)
Have a look at a sabatti. They seem pretty well put togetherand have unusual rifling (they call it MRR but it looks like polyagonal without the sharp corners). I have not experienced one on a range so this is far from a recommendation, but it might be worth a look. their website shows a couple of models with 26 inch options (NB the website is hard to navigate for tech specs; dowloading the pdf catalogue seems to work best)

Re: ruger or howa or ?????in 6.5creed
I have an AI AT in .308 (not bought a 6.5CM barrel yet) and a Ruger PR (mark I) in 6.5CM and in my opinion my Ruger was good value for money (I paid £1150 + £90ish for a Titanium bolt shroud + £100 for a muzzle brake). However, isn't the list price now about £1800 for the Ruger PR and the Tikka £3 TAC A1, therefore comes down to personal preference (one point though is the cost of spare magazines, aren't the Tikka's a lot more extensive?).
Regards,
Geek
AI AT (.308/6.5CM), Ruger PR (6.5CM), American Rimfire (.22LR), Remington 700 (.223), Marlin underlever .38/.357/.44, Savage 6BR, RimfireMagic .22LR, Fabarm Lion (s1), Fabarm Axis Baikal S/S
