A home office approved club is allowed 12 guest days per year, for Non FAC members at their primary range if using MOD ranges. The days must be notified in advance to police force who they report to. A section 21 dec will need to be filled in on the day. Each club will comply with that one way or another and add additional conditions, which will usually include age limits as stated on range licence for MOD ranges. How ever FAC holders who are members of another HO approved club can come as guest any time if the club allows this.

You dont need to send; names, dob, address etc to the FLO. Just a polite email 48hrs in advance "the club will hold a guest day on x date at 'y' range, all guests will sign a section 21 & be appropriately supervised."
A section 21 can be just a signature on a list with a heading section 21 text - keep a list for 6 years then shred it. Some ranges make that harder - MOD but really there is no need.
At NRA Bisley & MOD ranges a guest day must be supervised by an RCO (not a participant) all guests supervised 1 on 1 by SSC carrying members. On a private range you can do what you like wrt to that!
Dont make it harder than it needs to be & if you send nugatory data to your FLO then dont be surprised if they ask for more HO fees to approve clubs?

MY outdoor club has already been covered by pharedra. My indoor club has a guest day on the first Saturday of each month and simply notifies the police at the start of each year. The guest signs a S21 form when they come in and then are supervised by the member that brought them. Its a pretty good arrangement but it does mean that the range can get very busy and there's probably no point going if unless you're taking a guest.

I've taken none FAC holders to guest days before with no prior notification, as it's a guest day
They've filled out attendance paperwork and I've supervised them and coached them on a 1 to 1 for the day
Great safe fun had by all
Pre registration and notification of FLO is all unnecessary crap that just digs holes for us all to fall into

Home Office criteria are clearcut regarding guest days..
The Guest day bit gets a bit cloudy at times though. Advance notice should be given on any Guests.The club does not have more than twelve (12) guest days a year. Guest members must be either members of a recognised outside organisation or people who are known personally to at least one full member of that club.
•Guests must be supervised on a one to one basis at all times when handling firearms and ammunition by either a full club member or someone who is a coach with a qualification recognised by the UK or National Sports Council. The club secretary must notify each guest day to the Police Firearms Licensing Department of the area in which the guest day is to take place, at least 48 hours in advance.
12. The ban on day or temporary membership is to stop casual shooters being able to come in off the street and shoot.. It should not be confused with properly organised guest days, competition shoots between clubs or events open to individuals who are not members of that club. An organised and notified guest day is required only for guest members who are neither members of another Approved club nor Firearm Certificate holders, Visitor’s Permit holders or holders of permits issued under section 7 of the 1968 Firearms Act.
13. Examples of recognised outside organisations whose members may be guest members of approved rifle and muzzle-loading pistol clubs are scouts and guides, schools, Rotary clubs and Women’s Institutes. The duty to notify the police of guest days is laid on the club secretary. This may be delegated to the appointed liaison officer.

As for Blackstuff, my c/f club just notifies the police at the beginning of the year of our guest days and we collect and keep the relevant data on any guests.
Prospective members with a relevant FAC we allow anytime with 1 to 1 supervision.

Most of my members come under two licencing authorities. Durham and Cleveland.
I notify both Authorities usually in January of the years declared guest days. I insist on being notified of guests Name: Address and date of birth and wether or not they have any convictions Seven days in advance of the shoot. I pm the info to the licensing authorities.
On the day they sign a section 21 deceleration and I keep it in a file in case plod want to audit it.
Up to now I have had no issues with guest days.

Take my advice if any one asks you to take on a Club Secretary role SAY NO.
