Rem 700 torque settings

What torque should the action screws be inserted to?
Or is it something I don't need to be concerned about?

45 ft lbs/5.1nm is what I torque to however it is worth experimenting up and down slightly as you can tune your group size very slightly by subtle changes to the action screw tightness.

I only have in/lbs on my torque driver.

That should have been 45 in/lbs
