Quite by coincidence my FEO just rang and I asked his opinion, he said it's not a legal requirement, but it's common sense to keep them locked away.

No its not a legal requirement never as been. I do not have enough room in any of my cabinets for primers they are full of guns or ammo.

Common sense applies. Secure any propellants or explosives to avoid miss use by the curious or the stupid....Darwin is not selective in that way.
