That particular scope is a PEM which is on an offset mount, which was introduced in 1938, the Soviet designation for the PEM stood for "unified model modern".
Edit....it could be an earlier PE scope, which differed from the PEM in that the focus was adjustable but the above pic isn't clear enough to tell if there is a focusing ring or not.
