Glowing 'cold' tracers have been around for a while, I think the problem with them is that they're aren't particularly visible during the day/outside

I don't know about NATO tracer rounds but most Russian tracer doesn't ignite until it gets approx 80-120m out. They also have a modified tracer bullet, the T-46-M (7T2) which is an improvement over the earlier T-46 projectile as it more closely mimics the trajectory of the standard ball round.

When I was in British tracer didn't ignite until 100 metres out.
