Having worked in the museums field for several years I have visited quite a few of these types of storage facility. Some museums have as little as 10% of what they own on public display, there just isn't the room to display everything. Good museums try to circulate displays every few months and try to show off what they have got, bad museums have items in store that have never seen the light of day.
One day while working in one of these store facilities I was once handed a JMW Turner painting worth around eight million pounds and I got a very close look at it.
Quite a few council museum services have large reserve collections and they try to keep a low profile because every now and then a councillor will see the local museum's exhibits as a source of cash.
