Found this last night

I'm going to try to find some decent powder, even if it does involve a drive to Madrid!
I was also told yesterday that all the powder was recently taken out of circulation by order of the dibble, apparently criminal types were getting their hands on it so now some kind of chemical DNA has been added to it so that its origins can be traced.
Reloading is quite tightly controlled here, you have to do a course lasting a full day to be able to buy a reloading press, then your course certificate, press certificate, gun safe certificate copies of your firearms licence, guia de pertinencia showing the guns make, calibre, serial number etc plus all the other stuff is submitted and with luck you're granted a permission to buy powder, primers and cases, each purchase being recorded on your document by the seller :(
