Impressive speed from some of the workers, there was one stage near the end that I could not identify, two chaps sitting opposite each other.

I wonder where the primers come from?
Maybe used ones with match heads wedged in?

I assumed they were crimping.

it took me awhile to spot the powder loading stage, I saw them doing what looked like smoothing it out on a board, then i saw the guy taking cases out of what looked like a green dispenser. then it clicked, they were just filling the cases to the brim with a green powder and then compressing it with the bullet!

i know someone that used to reload 45lc like that

If their powder is chopped-up film stock, they may need a compressed load to get the bullet out the barrel.

I was amazed at how "organised" it was. If we had a major power melt down our world would grind to a halt within a day or so. These guys wouldn't even blink.

Filling the cases makes real sense - very consistent load with no chance of over/underloading. All you would need to do would be to cut your powder with some compressible inert material to give you 100% fill.

I think you would need something like granulated cork mixed in because you would never be able to compress powder enough to seat a bullet in those straight walled cases.
