Interestingly the manua/handbookl that came with my SVD has the signatures and OTK stamp of various operatives in the assembly, accuracy testing and packing stages of production.

Did come across many in Iraq which unfortunately looked like they'd been run over by a tractor. Shocking condition and looking through the optics was like viewing through a sand storm. Absolutely no idea how to maintain a rifle and scope.
We soon gave up trying to find one which could hit the proverbial barn door. Not the fault of the rifle; solely the idiots abusing them.

Did come across a few in the Balkans who proved their capability.
