Ammo on FAC but not firearm

I would explain that to your firearms licensing department and see if they agree that it is good reason for you to have 303 ammunition on your ticket.

Personally I wouldn't handload ammunition for someone else and the FEO might think that as well, you could end up getting into HSE issues with liability insurance and such like. However if you were to use it to buy factory when you saw it for giving to the lad then that might be simpler.

The lad is my girlfriend's son and I am also teaching him to reload, so in all probability he will reload using my equipment under my supervision, but there may be times that assembled .303 ammunition might be on my premises, so need to comply.
