weaver to 11mm Scope rail adaptor

Does anybody know if you get a block that adapts a weaver / picatiny? rail to the smaller 11mm rail?

why - I am adapting a club P14 from TR only to scope or iron sight. I have a P14 scope adaptor with a weaver rail that fits in between the ears on a P14 bolted by the long screw thru them & one down into the top of the action. however the clearance between the outside clamp of the scope rings & the ears is too small so it clashes with the ears & the rail wont sit flat & the scope does not have enough elevation to get it down to 300yds. Also i cant take the scope off without undoing the rings from it!

An adaptor might fit in that gap & or I have to mill the outside edge of the scope ring clamp & make it thinner & much weaker.

No - I am not milling into the ears on the rifle thanks!

any leads to what & where I might get something suitable thanks.
