Change in powder storage regulations

So .308 is about 3grams per round inc primer = over 5000 for 15kg explosive.

It's still far too confusing, the limit was set at 25Kg but according to the exemption it's 15Kg of powder and 15Kg of ammunition, even if it's only the powder and primers that still adds up to a 30Kg total????

Your not the only ones confused!
I thought it was 15kg total, primers ,loose powder and loaded ammo?

Adding further to the confusion, nowhere (that I can see) does the guidance ever refer to primers -- we must infer that they are the same as "percussion caps", and therefore belong in the 15kg limit for such, distinct from the other 15kg limit for smokeless powders.

So, if I've got this right,

According to The Manufacture and Storage of Explosives Regulations (MSER) 2005 updated Jan 2010 v3.1

"8. Storing Nitro-cellulose based powders.
Nitro-cellulose propellants are usually hazard type 3. No separation distance applies for stores of
powder less than 25kg*. A home loader does not need to comply with the ACOP paragraphs 410 -
420 i.e. does not have to store nitro-cellulose propellants in a partitioned wooden box so long as he
is storing LESS than 25Kg.

* However your premises must be registered with the police for storage of nitro powder over 5 kg as per the
amounts listed below in sections 10 & 12."

So that's a maximum of 25Kg of smokeless powder and notification to Plod if over 5Kg

Then we have MSER Certificate of Exemption No 1 of 2012 which,

"exempts any person who stores
shooter’s powders within the quantity permitted in the certificate from the
requirement of regulation 10(1) of MSER in relation to that storage.

The exemption certificate does not replace the existing provisions of
regulation 10(2)(b) of MSER, it is an alternative and is subject to certain
conditions. Where the exemption is used, it is in substitution for the provisions
provided in regulation 10(2)(b), not in addition to them.

Persons storing shooter’s powders under the exemption can store up to a
total of 15kg of black powder, smokeless powder or a mixture of both. They
can also store up to 15kg of percussion caps, small arms ammunition or a
mixture of both."



So the existing MSER limit of 25Kg is unaffected by the exemption certificate but with the exemption certificate you can now store 15Kg of powder AND 15Kg of percussion caps, small arms ammunition or a mixture of both without having to notify Plod BUT at the same time being 5Kg over the MSER limit.

Yep, makes perfect sense to me kukkuk

These regulations revoke the The Manufacture and Storage of Explosives Regulations (MSER) 2005 in their entirety - page 108. The existing MSER limit no longer exists come October.

Sounds like a load of bollox to ignore? just decant your N140 into beer bottles crimp the tops (wilco brewing kit) & bung them in the fridge...........

& my fav chemical is :-) 1,3,7-trimethylxanthine.......... used to kill frogs.... but widely consumed & in vast quantities by the French? Eh?
