No not really, the statutory instruction permits it. It even gives you the defence. Legislation does not stipulate what is "reasonably practicable in preventing unauthorised access". That's left to SIs, guidance and the security handbook. That way, if the opinion of the HO changes as to what fits the bill, it doesn't require a primary legislation change. Currently the 2014 guidance and the Firearms Security Handbook outline the requirements.
However, the SI stipulates that the "secured at all times" does not pertain when in conjunction with its use and para b(ii) states "cleaning and repair"....
