Far to much stuff there for a first time out. Far to much stuff. The problem with asking this kind of question on a forum is every one thinks they are a expert including me. They give you advice based on there experience depending on what they shoot be it Military rifles bench rest F class or what ever.
People have opinions on the type of kit they use for example most of your list is Lee stuff. I personally would not give Lee stuff house room except for there dies the original hand priming tool not the new version the Lee hand press and there Lee loaders.
You are getting ragged about all over the place and are going to end up spending a load of dosh on gear you don't need.
This subject gets debated over and over again on every forum I have ever visited.
Like I said earlier if you want advice with out busting your bank pm me. There are certain items that you must buy if you get it right first time they will last you a life time.
For example I guarantee that if you buy a Lee powder scale and really get into reloading you will end up throwing it in the bin.
But its your money and your choice and I wish you the best of luck and hope you manage to get it right. One thing I do know is if you really get into reloading it will take over your life and you will end up spending as much on your reloading as you do on guns. I shoot so I can reload it is a fascinating hobby and I love it.

I don't have a cordless drill. ;) I'm looking to have this process as 'unpowered' as possible.

Will the PPM work with my press? I read it only works with the load master?
I only use 3 dies per calibre for 300 and 308, Full length size, bullet seater and factory crimp
I've been reading about the dangers of neck sizing only in an AR and it's not pretty. I'll FL resize I think! I'm not looking to reload cases any more than once or twice anyway. If I have to; it's all gone horribly wrong.
Get a Lee universal de-priming die Lee no. 90292
I understood they don't cope well with mil crimped primers hence why I chose the decappers.
Get the RCBS Universal hand primer, more expensive but a huge step up in quality and doesn't need shell holders
Would like to but I've reached my ceiling, spend-wise.
You could get the Ultimate die sets instead of a separate Collet die if you must have them, probably works out cheaper.
Probably but I see I'll now not require one as I'll need to FL resize.

i believe that is if you want it ON the press? if used freestanding it will work with any. as you measure and pour into the case manually.

As above, the Perfect Powder Measure (90058) is a stand alone dispenser, to use it on press you can fit it into a powder through die and operate it manually or use a fitting kit to automate it on the Load Master progressive. For a single stage press I'd use it's supplied stand and drop directly into the case using a funnel, it really is one of the most consistent powder throwers out there.

If you're looking for match accuracy then drop the powder onto the scale pan and fine adjust with a powder trickler.
There's room for all Gods creatures, next to the mash and gravy :)

Well option B then, drop onto the scale pan and trickle or spot check every 5 throws, the PP measure really is very accurate and more importantly it's very consistent. Don't forget it's good practice to visually check each case before seating your bullets so any that looks wrong you can re-check anyway. Speaking of which, two more things for your list, case lube and a loading tray to stand the cases in.

If you're getting your Lee stuff from Henry Kranks (£4 postage) the Frankford Arsenal case lube is pretty good, put your cases in a poly bag or tub, give it a couple of sprays, mix the around, spray again then let sit for 10 mins then off you go :D

Just a thought you say you are using milsurp ammo a lot of milsurp ammo is Berdan primed if it is you wont be able to reload it anyway.

Rubbish. Mislspec or Milsurp is reload able it just is not often worth the bother.
Berdan primers are available in both large and small. Berdan de-priming tools are also available. The difference is that reloading boxer primed cases is just easier all round. (I do know people who ONLY reload Berdan brass)

7.62
Before spending a single penny on reloading kit, get someone who is doing it to show you how. You might then want to revise the list that you have.

GGG is boxer primed. I checked that first-off. ;)

I'm not too fussed about the 7.62x39 reloading now.

I must have watched about a thousand YouTube videos by now but I'll be getting a quick cadre from a reloader too, don't worry.
