Lower purchase

I think I already know the answer to this:

Does the purchase of an AR-15 lower (to go with an existing upper) require a variation?

I asked the same question the other day. The answer was yes, the lowers have a serial number and require a slot. I found that quite odd as I have a .223 and a spare .22 upper. It would require three slots for two complete rifles... The answer came from NW Custom.
