On this website I see it as being someone who is still on probation with their rifle club, perhaps doesn't even have an fac yet, has less than even a single years experience, but still has racked up hundreds of posts on here, and dispenses advice with an implied level of credability to which they are not entitled.

That depends if they're claiming the advice as their own information or something they've gathered.
