That's not just been edited - that's been properly sub-edited (i.e. rewritten and reworded). Not sure I'd call it manipulation, though...

I suspect available column inches played more part in the edit than anything else? All good stuff though, I've just finished reading 'Dunblane Unburied' and whilst I don't think another public inquiry will bring pistols back I think it's required, especially in light of Operation Yew Tree and the 2012 ACPO report on the sexual offences by police officers.
