Bought a barrel from Northern Ireland - Problems
I bought a 10/22 barrel from someone in NI. Since barrels are not a restricted item there he posted it with recorded delivery to my RFD.
My RFD is concerned and won't release it to me since there's no paperwork to go with it and no serial number on it (Kidd).
They are in the process of speaking to Wiltshire Fireams Dept.
Have either I or the seller broken the law? As far as I know I've done everything by the book.
I'm assuming it will need to be registered & proofed? I already have a slot on my FAC for a spare .22RF barrel.

I number of all of my barrels to the rifle when building competition stuff however that is my choice and barrels have no legal requirement to be numbered here in the UK. Did the barrel come from someone who does not hold an FAC?

I don't have his FAC details but yes, he does hold one. A good start would be for your RFD to grab the senders details and get them and barrel onto his register. let the FEO know and assuming it is OK, screw it to the rifle and send it off for Proof at a Proof House of your choice.

Assuming it's not chambered you're fine. If it's chambered you have to apply for a permit, I believe, but I may be wrong.

I've just re-read and you look to be OK. There's nothing to say it needs a serial number, though it would need proofing if you decided to sell it (from what I've read on these here forums)
Ans Saddler, there are thousands of un-chambered 10/22 blanks out there, they just don't know they'll be stuck to a tart's .22 yet :P

You are pretty well OK regardless as the barrel was not shipped to you. Regarding the proofing your RFD needs to have a careful think about this subject. I am now required to complete an extra column on my RFD register to show if the rifle/action/barrel/suppressor/bolt or other is in Proof. Interestingly nobody has told me formally what I should be doing if an item is not in Proof and I usually have a handful of brand new Actions (Ours) plus barrels which are due to be sent off.
