The lending restrictions stem from S15(1) Firearms (Amendment) Act 1988 as amended. You can read it here:

Note that this is primary legislation. It can only be amended by Act of Parliament, and can only be definitively interpreted by a court. As I think I said already, I have a view on the interpretation. In R v Wells, the jury took the view that lending a LBP was legal in the circumstances of that case. That decision may be persuasive as regards LBRs.
