Excuse my ignorance, but what does the annealing process do? Looking at your pile of cases, the open ends look very much like my Prvi .303 rounds new out of the box, ie shiny brass up to the shoulder and then a silvery colour like yours.

There are many variables on a bullet that will contribute to verticals. Weigh sorting is a start however a very close second is a comparison of bearing surface lengths and equally as importantly the position of the bearing surface relative to the base of the bullet. The biggest issue when measuring to this level is repeatability as anything other than a delicate and consistent touch will give variances of several tenths of a thou. These can be dialled out with some imagination and thought with the design of the process however I do wonder at what stage you should throw your arms up in the air and shout 'ARGGHHHHHHH!!!!'
