Sounds like you may be getting there. I don't know what you mean by cam over press the press will not cam over if you use a collet die. If it cams over you have not got the die set up right. Once the die bottoms out on the shell holder the press handle should stop in that position. Then you just exert a little pressure and job is done.
With the die screwed in two full turns on my press I needed very little pressure on the press handle to get the correct neck tension. It took me all of 5 minutes to set it up.
