'Buy before you apply' FAC
Does anyone know the rationale behind Northern Ireland's policy of having to actually purchase a firearm before you even apply for a certificate for it?

I am not sure. Different regions of the UK have some differences in there firearms legislation. Saying you have to purchase can be a bit misleading you need the serial number of the firearm you want apply for a deposit will hold the firearm. PS I don't get the buy and hold when it comes to ammo in parts of the UK.

PSNI require a 'bill of sale'. A proof of deposit will not suffice. I tried that and they told me I had to pay for the rifle in full and produce a receipt/bill of sale. Serial number can be 'TBC' if you don't yet know it e.g. if it's being imported.

There seems to be some inconsistency .I haven't payed full price for a firearm yet when applying and haven't being asked to by the dealer or the PSNI. I have bought of various dealers I payed a deposit the dealer did the paper work to say i had bought the firearm eg put down a deposit. It was never a problem. PS Some firearms i have bought i haven't had the money to pay in full when i put down the deposit.PSNI require a 'bill of sale'. A proof of deposit will not suffice. Hmm, that is inconsistent. It's definitely what they told me though; the lady was quite insistant that I paid in full. No big deal I suppose but it did put me under enormous pressure to decide on exactly what I wanted (rather than applying for, say, a 7.62x51 rifle 'slot')...

I think the system in the rest of the UK is better get your slot for the caliber and then decide what rifle you want to buy.
