It is from a Wamadet press system.
Does it come apart?
It looks as thought it might be a hollow base plug from a swaging system.

No idea..looks like it could be shoved down a casing say to "true" it out and remove spent primer??/ What size is it??

I thought it looks like a Wamadet accessory (comprising a main cylinder & piston) to size and lubricate your cast lead bullets?
I've got a friend who has a press and says it's awesome!

It acts like a hydruaulic ram, when you push on the dovetail end the rod comes out of the opposite end it is about 5 inches long and an inch in diameter. AS far as I know I saw everything the deceased shooter owned and didnt see a press. He did cast bullets for BP rifle and pistol.
