Who forgot to set the website clock correctly then ? Only one thing you missed, sorry !

The forum clock is correct. However if it is not showing the correct time for you it is because you need to go to your user control panel.
In there click on Board Preferences and make sure your clock is set to UTC Western European Time and also make sure the Summer Time is ticked No.
That should give you the correct time on the forum.
