It's a DEWAT or 'deactivated war trophy' which means it was brought back to the US some time after the 1968 Gun Control Act that made it illegal to import machineguns for civilians. An exemption was granted to guns with a steel block welded into the action and a barrel plug - these are still controlled by the National Firearms Act, so they are still considered machineguns, but are exempt from the $200 transfer tax and could be legally imported after 1968. Since they don't actually work they are just wall hangers and nobody is willing to pay much for them. That particular example also looks like it is covered in rust!
