I suspect the work on Winans, at least judging by the other posts the OP has made

Before I retired, and for a long time before, we had discussions about turning Winans into a Barrack, or NDA range, including extending the zero range, so that Winans could be re-opened for G.R. and pistol, and that peak time queues on the zero range could be reduced.

I thought it was my idea, back in 2003 odd; but a few had thought of it before me.

Winans was closed because of reported 'pop-overs' on to NSC Clays.

Three things stopped it going forward.

1. Money

2. The fact that the zero range is unique and therefore set it's own safety standard not recognized elsewhere.

3. Willpower, initiative and enthusiasm combined.

Items one and three seem to have been overcome

Winans proposed that individuals who could demonstrate a certain standard of marksmanship should receive a 1% reduction in income tax.

e-Petition anyone?

Curiously Wikipedia doesn't mention his connection with Bisley?
