New shooter certification card expiry dates

My SCC card has come through from the NRA but is only valid until 31st December 2013, I thought they were going to be valid for 4 or 5 years, can anyone shed any light on why it is only for two years?
All I can think of is they are staggering the end date so they do not have to issue thousands in one go.

At first I thought the system had hiccupped but we haven't actually started the 2012 individual renewals so yours has been processed as part of the 2011 batch. We do scale down over the course of the year to spread the load in the future.

In other words, you are still part of the process of converting a 1-year system into a 4-year system by issuing some 2-year and 3-year cards to spread the load for the future.
Is that OK, boss?
