it is only the proposal but I doubt it'll change before being implemented.

Competitive athlete - how do you get to the position where you meet the conditions to be a competitive athlete when you have to competing against those that already are?

Reading the report through it would seem that this "special exemption" would only apply to around 40-50 elite shooters. Much like pistol shooting - How do you become an "Elite" pistol shooter if you are not allowed to practice with one.

Obviously the British shooting sector, other than these "elite" athletes" has absolutely no influence and is unable to argue a cogent case with authority and persuasiveness.

No many more nails needed now to seal the coffin of British shooting

All these lead proofed shotguns being turned into scrap for no good reason.

Would I want to send my Coates of Wollsingham Damascus barrelled 10 bore to a proof house to risk its destruction being proofed for steel shot?

I don't think so somehow.

In your opinion, what is/was the cogent case that should have been argued? It does feel regardless of any case presented this was the way lead shot was going.
