Trying to equal published velocities of ammunition is about as likely as getting the same mileage out of an EV as quoted by manufacturers!
I've said it before and I'll say it again, too many variables between your set-up and the one used to test factory ammunition.
The best you can hope for is to find the `sweet spot` for your rifle with whatever components you are using.
As for powder measurement, I use a Redding No.2 beam scale verified with RCBS check weights and every charge is weighed in the scale before being loaded.
I don't trust electronic scales or any powder measures to throw consistent charges.
