storing black powder - security

I have read here about storing black powder in plastic containers inside a ply wood box for safety, but as regards security, does the wooden box need to be locked up? Will the FEO be looking to see some kind of safe for black powder too? There clearly isn't room for it in the gun cabinet.

Storing BP in anything metal is a complete HSE no no.
