Dear Club Member

Safety Notice – Clearance to fire on MoD Ranges

RCO’s are reminded that on an MoD or RFCA range they must follow the procedure in Range Standing Orders to obtain explicit clearance from Range Control before allowing firing to commence. This is a critical safety procedure.

The concept is mirrored in NRA Safety rules, at para 126b: ‘The RO is only to permit live firing when he has satisfied himself and remains satisfied that it is safe and within applicable regulations to do so’.

MoD notified the NRA of a near miss incident on Hythe Serial 1 range in Kent on 16th October. The club RCO responsible for the range failed to obtain permission to fire before allowing shooting to commence. Hythe Range Control identified that the range had gone live without permission and issued an immediate check fire. The booking was cancelled and the club was required to leave the range.

An investigation into the conduct of the RCO is underway. The club NRA affiliation has been suspended and future MoD range bookings cancelled.

Failure to obtain permission to fire may place MoD staff and other range users at risk of serious injury or fatality.

Posts are are usually only removed when posted in the incorrect forum which you should know by now considering that you are the forums most notorious miss poster.

Also it is helpful to members if you make the post header title to indicate the content of the post rather than stupidly daft irrelevances.

Investigating the RCO & then maybe the club, i can understand, along with retire for the day or until investigation concludes.

Pulling the affiliation means the club might not be insured at all times as required by law (maybe to operate on indoor private range) & so pulling that & all bookings etc is punishing all the club members - I dont get what that is supposed to achieve? other than widespread retribution & pain? If the RCO screwed up then the RCO takes the pain surely? maybe they lose their RCO ticket & the club has to implement some procedure to assure it does not happen again. but this looks more like trying to kill off the club.

I am guessing the MOD has put a rocket up there backside and they felt that they needed to be seen to be doing some thing about it. Rightly or wrongly ?.

This could be an indicator of systemic problems within the club. It is only wise to pull everything until the investigation finds out why this happened and then dish out the solution/punishment. Revoking the affiliation and therefore possibly the insurance will likely mean the club cannot operate at the moment but the members are free to go elsewhere if they can.

I sounds as though they have found the RCO guilty before any investigation! And messed up plans for a large number.

What if, they investigation finds the RCO did request permission and it was granted but one person forgot to inform another or update a status board? Suspension of the RCO with immediate effect - fine, and if the club had another RCO there, then he/she could have taken over.
