legalities of selling propellant powder

Does any form of paperwork have to be shown to buy powders like Unique that are classed as a propellant as opposed the Black powder?

Never needed ID to buy fireworks....!

Some dealers do require a FAC to buy power and they take your details for their records.

My local RFD in Essex only asked to see my FAC the first time I shopped there 20 years ago, never since.

I’ve always been asked to show my ticket. Not required by law perhaps but if that’s the shops rules then so be it.

Unless you have an explosives license, it is your FAC/RFD/Shotgun license etc that exempts you from requiring one in order to acquire and store smokeless powder.

You do not need a licence to buy unique.

HEALTH AND SAFETY
The Explosives Regulations 2014

Authorisation to acquire or acquire and keep explosives
5.—(1) Subject to paragraph (3), no person may acquire any explosives unless—
(a) that person has a valid explosives certificate certifying that person to be a fit person to acquire explosives;
<snip>
(2) Subject to paragraph (3), no person may keep explosives unless that person—
(a) has a valid explosives certificate certifying that person to be a fit person to keep explosives;
<snip>
(3) Paragraphs (1) and (2) do not apply to —
(a) the explosives as referred to in Schedule 2;
<snip>

SCHEDULE 2
Regulation 5(3)(a)
EXPLOSIVES NOT REQUIRING AN EXPLOSIVES CERTIFICATE

5. The explosive substance smokeless powder which is—
(b) acquired by a person who either is registered as a firearms dealer under section 33 of the Firearms Act 1968(b) or holds —
(i) a permit granted under section 7 of that Act (c);
(ii) a firearms certificate granted under section 27 of that Act(d);
(iii) a shotgun certificate granted under section 28 of that Act(e); or
(iv) a permit granted under section 17 of the Firearms (Amendment) Act 1988(f).
