could the 223 lee loader be used to reload 222 aswell?

No. Although the 222 begat the 223 it is dimensionally different. Longer for a start. Lee don't seem to make the Loader in 222 anymore. So it's find a secondhand one or use a press and dies.

Find a friend or forum member with a lathe and it's an easy job. It needs to be shortened by 0.17"

I have got lathes.
Not sure about the friendly bit.

I have recently shortened a L.E.Wilson .223 die to neck size my .222 it was a simple enough job.

Lee dies are as tough as old boots to machine however a good 0,2mm rad solid carbide insert usually gets the job done :)
